This chapter focuses on implementation. The core obligation of ratifying countries is to revise national copyright laws to authorize print-disabled individuals and authorized entities to make, consume, and share accessible format copies, including across borders. But changes to domestic law may not be sufficient to ensure the Marrakesh Treaty’s effectiveness. The Guide thus recommends that governments build on their preexisting implementation of international human rights agreements by taking a range of concrete steps to monitor and enforce the MT. These steps include consulting with print-disabled individuals, creating legal procedures to remedy violations, empowering national institutions to monitor and enforce international commitments, and reporting on implementation measures within the United Nations’ human rights system.
