This chapter explores the role of trade associations as a way of understanding the tensions between cooperation and competition within any industry. In part, associations provide coherence to industry lobbying efforts, helping companies to jointly prioritize issues and strategies, and successfully divide up and conquer. However, associations can also be a battleground within the industry. Companies compete to shape the industry position. Trade associations also help foment intra-industry divisions by reminding companies why it is important to participate in setting the agenda of the association, and sometimes by carving out narrow advocacy niches. The changing relationship of companies and associations is both a consequence and cause of the continued growth of corporate lobbying. As companies develop more capacity, they can participate in trade associations more aggressively to try to shape industry positions. Then, as some companies in an industry participate more, other companies must respond and also increase their participation.
