Having sent Priscal and Aquila to Rome to prepare his mission to Spain, Paul wrote Rom 1–11 as a captio benevolentiae, to which he added Rom 12–16 when he got specific information from P & A about the Roman church. He sentRom 1–16 before leaving for Jerusalem with the Collection. Fearful of his reception there he made a farewell circuit of his churches in Macedonia and Asia, leaving Timothy in Ephesus. Arrested by the Romans in Jerusalem, and imprisoned in Caesarea, he was eventually sent to Rome.
