The success of the European Monetary Union programme is closely connected to the viability of the European Central Bank, and thence to the inordinate extent to which the design of the ECB was modelled on that of Germany's Bundesbank. The key question is whether that design is up to the task envisaged for it; and if not, what consequences may ensue.
