This chapter examines Latin America, where the earliest and largest volume of divestitures occurred on a case-by-case basis. These listings resulted from complex negotiations where organized labor was able to extract a percentage of shares in most major issues. It considers the case of Petrobras in Brazil, ENTel in Argentina, CTC in Chile, and Telmex in Mexico to demonstrate the political processes that led to the current ownership structure of these large listings.
