As the university’s primary spokesperson on research issues, the chief research officer communicates regularly with various external constituencies, including reporters, state legislators, members of Congress, corporate executives, and labor union officials. The rules of protocol and etiquette attendant to these communications are discussed in depth. Practical guidelines for press releases and interviews are presented. Procedural aspects of legislative hearings are then reviewed, followed by a discussion of techniques for communicating legislative testimony effectively and avoiding embarrassing pitfalls. Similarly, guidelines for communicating with the Congressional delegation are given. Industry relations take on another guise. Typically, they constitute a contractual business partnership based on a clearly-worded university policies governing freedom to publish and intellectual property rights. Labor unions have become commonplace in the university setting. The chapter concludes with an overview of collective bargaining and an analysis of organized labor’s impact on academic research.
