This chapter analyzes the possibilities for productivity growth in higher education. Distance education using the Internet is growing quite rapidly, and this new technology could represent a major productivity improvement. The evidence of the efficacy of distance education over the Internet is mixed. There are some situations in which the quality of distance education appears to be superior to that offered in a traditional face-to-face environment, but these situations are limited to particular kinds of courses. There is also evidence that teaching strategies that blend distance and face-to-face instruction are better than either alternative. This chapter reviews the studies of distance education and analyzes the higher education system that would result if distance education replaced face-to-face instruction. In the end, this chapter concludes that distance education using the Internet is unlikely to result in dramatic productivity improvements in the near-term future.
