This introductory chapter begins with a brief discussion of the report commissioned by the President of the European Commission called ‘A New Strategy for the Single Market: At the Service of Europe's Economy and Society’, published in May 2010 by Mario Monti. It then sets out the purpose of the book, which is to contribute to ongoing debates regarding the balance between state control and market freedom, and the relationship between EU regulation and national policy choices. An overview of the subsequent chapters is also presented.
