OPCAT within the Broader UN and Regional Systems
This chapter recognises that OPCAT does not exist in isolation but examines the other systems for prevention of torture that are in place at the UN and regional levels. It looks at the overlap between UN special procedures such as the Special Rapporteur on Torture, as well as the reference made by UN treaty bodies to OPCAT. The relationship bewteen the Subcommittee on Prevention of Torture (SPT) and the Committee Against Torture is also considered. It also looks at what is available at the regional level, in the Americas, Africa and Europe. It stresses the need for the SPT and national preventive mechanisms to see themselves as part of a wider system.
