This chapter argues that there are no clear cut answers to the question of how interactive forms of governance affect democracy. Interactive forms of governance are neither intrinsically undemocratic nor intrinsically democratic. Their impact on democracy depends on their particular form and functioning in a given context. By taking this point of departure, we hope to add nuance to the current debate about the relationship between interactive governance and democracy. Instead of discussing, in abstract and general terms, the likely impact on democracy of interactive forms of governance, the focus is shifted toward empirical studies of the democratic quality of concrete governance arenas. Such studies, however, call for the development of empirically applicable criteria for assessing the democratic quality of such arenas. This chapter offers a model for assessing the democratic anchorage of interactive governance arenas, which provides a means to draw a democratic profile of concrete interactive governance arenas and informs strategies aiming to make them more democratic.
