The Health and Safety Executive
This chapter applies the arguments developed in Chapter 1 to the Health and Safety Executive. It describes the origins of the Executive, stressing its continuity and the importance of its tripartite membership. There is examination of its structure and its close relations with central government, local authorities, and with the European Union. Its functions and duties are described, and there is an assessment of its role in economic regulation and the use of cost-benefit analysis, in protecting human rights and in securing social solidarity, including examination of the basic criteria used in its decision-making. There is also examination of its deliberative procedures, in particular through its tripartite membership, use of advisory committees and self- or co- regulation, and consultation procedures.
