This chapter applies the arguments developed in Chapter 1 to the UK Food Standards Agency. It describes the background and history of the Agency, noting its development as a means of providing greater transparency and independence than was possible from a captured government department. The collaborative role of the Agency in working with other institutions is emphasized, and various mechanisms for structuring relations between different institutions are assessed, including those with central and local government. The role of the Agency as a consumer protection body is described, as is its role in promoting consumer choice, and promoting social solidarity through work on nutrition in conjunction with the Department of Health. Its procedures are discussed, with detailed examination of consultation on genetically-modified foods and promotion of consumer engagement.
