(1) The Maharashtra state government has introduced a classification of the municipal corporations in the state (GR No. 1005 / Classification/CR No. 379/05/UD-24, dated 4 May 2006) into four Classes (A–D) on the basis of criteria such as population, area, revenue sources and collection and infrastructure, etc. The objective of the classification was to ensure standardization of administrative structure of all municipal corporations and such classification was to be used as basis for granting various central or state funds.

(2) Vasai Virar Municipal Corporation was formed in July 2010 after merging four municipal councils namely, Vasai, Virar, Nalasopara, and Navghar–Manikpur. Of these Vasai Municipal Council is the oldest Municipal Council established in 1864. Prior to amalgamation with Vasai Virar Municipal Corporation it was classified as a ‘Class B’ Municipal Council. The remaining Municipal Councils of Virar, Nalasopara, and Navghar–Manikpur were established during the period 1985–95 and were classified as ‘Class A’ Municipal Councils prior to amalgamation with Vasai Virar Municipal Corporation.
