New Approach Products
This chapter explores the Community's New Approach system which covers a large number of product Sectors. Two changes in policy were initiated under the New Approach so as to speed up the process of integration through increased production of Community legislation. First, a mechanism was put in place to prevent Member States spontaneously adopting technical barriers to trade without prior notification, coupled with reinforcement of the principle that products placed on the market in a Member State should be entitled to move freely throughout the Community. Secondly, under the New Approach, technical Directives would merely set out essential requirements, for which the means of compliance would be left to individual manufacturers. New Approach Directives conform to a general template but individual product sectors can contain significant variations in the extent of the legal requirements.
