Chapter 5 examines the effects of the ICC on the 2006–2008 peace negotiations between the LRA and GoU, as well as the effects of the ICC on post-Juba peace and justice in northern Uganda. The chapter first considers the Court’s effects on the composition of the delegations at Juba and the agenda of the peace talks. It subsequently interrogates whether the LRA’s and GoU’s decision to enter peace negotiations should be equated with a commitment on the part of either to see them through. In the last section, the chapter examines the effects of the ICC on post-conflict peace and justice in northern Uganda.
