Abstract

Ministerial appointments and cabinet reshuffles routinely feature in newspaper headlines and news show discussions. Political commentators see them as crucial political choices regarding governments’ policy priorities. Yet, we lack a systematic understanding of the role of cabinet ministers as policymakers.
