Chapter seven presents the Dutch survey data, and shows how work practices have changed in the Netherlands and how frontline staff have responded to the shifting policy settings. Changes to the Dutch system are described which highlight substantial differences over time in comparison to the Australian and UK systems. Unlike these two Anglo-Saxon systems, the Dutch frontline staff have to a large degree kept their discretionary powers and room for manoeuvre in decision-making on the frontline under the market approach. The demographic changes in relation to frontline staff in the Netherlands are also distinct. In comparison to Australia and the UK, the Dutch staff have a higher level of education and, as the industry matured, there was an upgrade instead of a downgrade in the level of education of private providers’ staff.
