This appendix indicates the date at which each cycle of supervision under the European Social Charter commenced and was concluded. For example, Conclusions I of the Committee of Independent Experts (now the European Committee of Social Rights) and the 1st Report of the Governmental Committee come within the first cycle of supervision.

In 1984 (366th meeting of the Deputies), the Committee of Ministers provisionally decided to divide the States which had ratified the Charter into two groups for the presentation of their biennial reports, under Article 21 of the ESC. This arrangement was given permanent status in 1989. (p.383)

Following a proposal by CHARTE-REL, the Committee of Ministers adopted in 1992 (479th meeting of the Deputies) for a period of four years an amendment to the reporting system provided under Article 21 of the Charter. The parties were to submit an annual report on selected provisions of the Charter to allow for comparison of national situations.

In 1996, the Committee of Ministers adopted by unanimous decision a new system, which was to be implemented from June 1997. Under this new procedure, States would all report on the same provisions, with the same reference periods. Reports on hard-core provisions would be submitted by 30 June of uneven years (with the previous two years as a reference period) and reports on provisions outside the hard core would be submitted by 31 March of even years (and would refer each time to half of the provisions concerned within a reference period of four years).
