This chapter generally concludes the analysis of the effects of the imposition of required ballots on union behaviour in the UK by considering the nature and causes of the changes, establishing and evaluating union decision-making systems and their environment as important factors, and analysing the union leaders' decisions in dealing with the legislation and the changes it has entailed on their organizations. Unions, even through the changes, retained their collectivism in terms of bargaining activities. The growing union government centralization affected union management since unions now advocated themselves in hopes of adding value to industry and commerce through collective representation. Although balloting legislation did not obtain its goals of reorganization and democratization, it strengthened leadership and how unions take the initiative to adapt to their environment.
