This chapter examines the possible impact of national institutions on economic performance. It considers the indicators of ‘economic outcomes’ — quantifiable results concerning the supply of telecommunications services and equipment in the policy areas analyzed in the previous chapters. Over the period 1970-97 the similarities between the two countries are seen to be much greater than dissimilarities, and several indicators showing convergence instead of divergence.
