International Trade in Media Goods and Services
Chapter Five examines trade in media goods and services under the GATT and GATS treaties. It looks at their primary non-discrimination obligations in relation to their general and security exceptions, which protect national non-market public policy goals, including a discussion of the still comparatively uncharted relationship between WTO trade obligations and other fields of international law. The Chapter then explains the importance of the Uruguay Round compromise over trade in audiovisual services and current differences over the classification of electronic commerce, while also discussing other major media issues in the Doha Development Round negotiations. After reviewing the growing role of bilateral and other preferential trade agreements in international media law, the Chapter examines the importance of other international organisations on the economic aspects of international media law, including the OECD, ITU and ICANN.
