This chapter examines the constitution drafted by the Thermidorian Convention in France in 1795. The constitution increased the rationalization of authority compared with the Constitution of 1791 by attaching commissaires du pouvoir executif to every local authority. It also restored the separation of powers, by giving the regulatory power to the executive but eliminating the veto power. In terms of central administration, this constitution merely replicated the model of 1791.
