Labour came to power in 1945 with a commitment to Indian independence but with cautious and modest proposals for other colonies. This chapter argues that Labour policy after 1945 would develop less as the expression of a coherent and consistent philosophy of colonial affairs than in a fragmented, complex, and often ad hoc fashion. An absence of sustained analysis at the level of the party leadership would leave a space in which various conflicting assumptions and pressures, official and unofficial, could interact.
