Abstract

This book is a scholarly history of the French Foreign Ministry — the Quai d'Orsay — in the years between the Fashoda Crisis and the First World War. The book examines the bureaucratic machinery of the Quai d'Orsay, its policies and personnel, and the formulation and administration of foreign policy. The book explores the ideas and influence of leading diplomats and administrators, the social and educational background of officials, and their prejudices and aims.
