This chapter focuses on an innovative approach in the management of water economies which proposes using water where its use value is higher. It illustrates how this economic concept could be used in managing regional water economies when two regions are characterized by differential water endowments. It validates this hypothesis through a comparative analysis of the economic value of water in agriculture between water-scarce and land-rich south-western Punjab and land-scarce and water-rich eastern Uttar Pradesh.
