This chapter discusses the conference that President Shankar Dayal convened on 2 and 3 June 1997. In a letter of invitation, dated 3 May 1997, leaders of 10 political parties were invited to attend a conference on the following theme: 'The role of the constitutional head, when, following an election, no party or combination of parties appears to have secured a majority.' The chapter asks: What value has of a body of rules on constitutional law drawn up by politicians and political appointees at such a conclave?
