The concluding chapter brings the story to the present, showing how the CCPOA has negotiated major developments in the penal, political, and bureaucratic fields. In doing so, it examines recent claims from the media and the CCPOA that the union has changed from a staunch “tough-on-crime” organization to an agent of progressive reform. The chapter then draws lessons from the study about the prospects of long-term, consequential penal transformation, arguing that such change requires altering the relative power of agents and the basis of authority in the penal field. The analysis put forth in this book suggests that substantial, long-term criminal justice reform truly is unthinkable without transformations in the current shape and culture of the penal field. The final section indicates how the book’s core concepts and analytical perspective can be used to understand penal trends beyond the Golden State.
