This chapter explores the English advocacy of the specific warrant. The piecemeal way in which the specific warrant displaced general ones indicated that the British were only beginning to grasp its implications as a constitutional idea rather than an expedient. Englishmen, not Americans, had initiated the chain of thought and events that led to the amendment's specific warrant clause.
