Solly Angel had a task to edit a bulky draft of a UN document entitled “The Global Strategy for Shelter for the Year 2000” which was to become the official housing policy of the United Nations. He worked on housing with Steve Mayo, out of the World Bank in Washington. Their proposed Global Shelter Strategy redefined housing policy. Given this single organizing principle, it was now possible to differentiate the Global Strategy into an orderly hierarchy of government interventions in the housing sector. It should not be difficult to see that the design of housing policy was not that different from the design of a house or a thin scale. It was a start, even if Angel had only a vague idea in his mind about employing a sandwich plate design.
