Chapter 3 is devoted to detailing the long and complex history of racial minority participation and representation—or, indeed, lack thereof—in the US legislative process, from the Reconstruction period, through the nadir of the Jim Crow era, and then the post-World War II era, which was particularly marked by the passage of the Civil Rights Act of 1964 and the Voting Rights Act of 1965. In addition a history of voting rights in the US, and changes in the racial makeup of the American voting populace, the chapter also offers a history of descriptive representation for communities of color in Congress since the adoption of the Fifteenth Amendment.
