In 1960 John Considine of the Latin America Bureau of the U.S. bishops’ organization picked Ivan Illich to train missionaries for service in Latin America. Rather than being in tune with the plans of the American bishops, Illich was imagining an anti-missionary training center designed to discourage would-be missionaries.
