The Rise and Fall of State Information Technology Planners—or How Norwegian Planning Became Capatins of Industry, 1960-1990
There have been three distinct phases for the Norwegian IT industry: the prewar rise and fall of private business enterprises; the postwar rise and fall of a state-supported national industry; and the post-1970s rise of something else. This chapter focuses on this ‘something else’, and by doing so explores the antecedents of the current IT industry. The chapter sheds light on some of the changes of state policy from the 1970s to the 1990s.
