This chapter explains why international cooperation on environmental issues is needed but is also difficult to develop and sustain. Even when treaties are negotiated and brought into force, it is difficult to tell whether they make any real difference. These points are illustrated by reference to a game played with playing cards and a case study of European acid rain, including the Helsinki and Oslo Protocols.
