The Ideology of Redistribution
This chapter examines the ideological beliefs of Americans and Europeans about poverty and income. Europeans are more likely to believe that the poor are trapped in poverty, and that their situation was due to forces beyond their control. Americans believe that the poor are not trapped in poverty, and that effort, rather than luck, determines income. It is argued that beliefs about poverty are not shaped by economic realities but by political realities in the United States and Europe.
