Is the knowledge of language exhausted by a practical ability to employ the language on a certain occasion, or rather it should explain that practical ability? The knowledge of language is distinguished from other typical practical abilities by being a conscious process. It is, however, not a code concealing thoughts at some deeper level. The study of thoughts is conducted via the study of language. Any implicit knowledge of meaning is to be manifested in the actual use of the language.
