Many of the WIPO Development Agenda recommendations have implications for IP decision-making at the national level. Indeed, some recommendations specifically call for national improvements and greater coherence between national IP laws and policy goals. Progress on the implementation of the Development Agenda will thus rely heavily on the political process and organization of IP decision-making at the national and regional levels in development countries. This chapter analyzes the political dynamics that impact IP decision-making at the national level, focusing on the specific ways in which WIPO's activities influence the national reform process. It concludes with a set of policy-oriented recommendations for those working to advance the Development Agenda at WIPO and, ultimately, development-oriented IP policies at the national level.
